Specifically, the regulation in § 12 abs. 3 no. 1 of the german vat act (ustg) reads as follows: the tax is reduced to 0 percent for the following types of transactions:

The delivery of solar modules to the operator of a photovoltaic system, including the components essential for the operation of a photovoltaic system and the storage units used to store electricity generated by solar modules, when the photovoltaic system is installed on or near private residences, apartments, as well as public and other buildings used for activities serving the common good. the requirements of paragraph 1 are considered met if the installed gross capacity of the photovoltaic system, according to the market master data register, does not exceed or will not exceed 30 kilowatts (peak); a prerequisite for 0% vat is that the buyer purchases solar modules, components, and storage units when the photovoltaic system is installed on or near private residences, apartments, public or other buildings, and the capacity does not exceed 30 kw (peak).
